Has anyone come across this problem and is there any way around it other than pulling down the ceilings ?

first floor flat, concrete floor, current wiring is in conduit, o access from above, pretty sure the ceiling is plasterboard fitted to the underneath of the concrete floor of the flat above

any thoughts or idea's would be most appreciated

First of all have you tried to see if you can pull through conduits, had a few switches off or light fittings down and see if any of the cables move?.

yes, I have looked, its extremely tight but I guess there is nothing to lose by trying it, the worst case is that the ceiling still comes down

Have you even had a peep via any ceiling fitting? Would be staggered if boards are fitted direct to ceiling, would have expected battening, framing etc...or go cordless with everything.

If it's anything like the flats in Gateshead that I've rewired there'll be a conduit in the ceiling that'll be accessible from above the switch. You'll be able to pull across through that to the light fitting point.
There'll also be a capping/conduit in the wall which you'll be able to pull down to the switch. For sockets etc use the safe zones.

Trev this is exactly why internet forums are a good thing.

Exchange of information.
Chances are that if I find something new or unknown it will be old hat to someone else. :)

The downside of course is that someone with absolutely no knowledge suddenly becomes armed with a little knowledge.

And as we all know a little knowledge.........
