Hi
After consulting the big red book on zones within a bathroom, and in particular showers without basins (wet rooms) I would like some thoughts on this.

Is there any reason why underfloor heating cannot be installed under a shower without a basin?
The regs clearly state that the extent of zones are limited by floors and that zone 0 is only applicable from the floor upwards 0.10m and that zone 1 is also limited by the floor and anything below is technically outside the zone.

Providing all the other requirements are met, 17th ed compliant underfloor heating system with earthed outer, RCD, main water bond and disconnection times satisfied can the underfloor heating be under the entire floor area including under the sealed shower tiles within the shower area?

All wet room style showers are sealed anyway and is usually set in flexible waterproof adhesive/screed with grout and stone or marble tiles.

would be interesting to see what you guys think
