Now I have been told by one guy that it's ok to run cable behind skirting, but i'm sure you can't. The final layer of concret floor has yet to be layed so I could lay some steel conduit but that would be too expensive. I dont really want to run the cable down from the ceiling as most people wouldn't expect it and could easily nail something. So what would people suggest? just run round the ceiling and drop down?

i thought the pve would be corroded by the concrete no?

If thats the case I shall do that. Just gotta get loads of conduit before they do the floor. lol
