Anyone shed some light as to what type of fuse this is? Never seen one with 2 BS numbers on it. Is it 88 or 1361? And is the breaking capacity 16.5kA?

Check out the breaking capacity ... The 16Ka is usually BS1361, the BS 88 are usually more commercial/industrial with a 80Ka rating due to polyphase supplies... not seen a fuse with both on though, maybe it meets the highest breaking capacity yet is catching both markets...Im open to any feedback on this myself.

It says BS 1361 on the barrel
 
The fact that BS88 has superseded BS1631, does not mean that the Fuse Characteristics have changed.
This particular fuse most likely satisfies both standards, as such either standard or both can be recorded on any Certification.
