one of the contractore at work reporter getting a belt from some exposed metalwork. My boss explained to me that he proved it was not the case by proving all exposed conductive parts were grounded. I'm not sure what exact method he did but he said it was a 3 pin plug tester (the one where you can insurer test probes) and a fly lead to go round testing whichever metal work you want to test.

I didn't want to ask too many questions because everyone else seem to know what he was talking about.

Would this method be using a MFT on earth loop function and somehow testing to ground?
 
It's sound like he's just put a wander lead on and shown who ever needed to be shown that there's continuity from the cpc from a socket to the buildings metal work.
 
Dannyg8810's idea sounds plausible.
If I were testing if all exposed metal work was earthed or bonded I would be running a wander lead from the MET and using a low resistance meter to check the resistance from each exposed part back to the MET.

From your description I could suppose it would be possible to plug a socket tester with leads connected to line and neutral into a local socket and then connect the third lead to an exposed part and test the EFLI, I would consider this an odd method of testing but assuming the line conductor on the socket circuit were OK then a low reading would indicate that the metalwork was connected back to the earth bar of the CU.
 
Richard, I think that's what he did because he did say something about leads connected to line and neutral
