Hi Guys

on a job that was affected by recent floods carrying out an EICR

My question is that although the downstairs and kitchen rings are testing up ok I have concern because the cables that were run under floors were sat in water for over 4 weeks. I can't find all JB's but there must be more and I also think that having sat in water for this long it could cause problems in the long run with life of cable etc? I am recommending that based on the information that the downstairs rings should be rewired. Am I being unreasonable?

If there were no joint boxes under the downstairs flooring then I would say don't really worry about it if everything is testing out fine, just recommend changing all socket outlets etc and checking the cable ends for corrosion etc and go from there. At the end of the day, cables can be ran outside (where they get wet) and so it's no different IMO.
If however you say there are joint boxes under the floor then it's not ideal as they will have been filled with water. TBH it's hard to say what to do without seeing it, only you can really make the call!

what do your results tell you along with the condition of the visually inspected jb's.

no one else has seen it so cant really comment

The JB's I've inspected are a mess and need replacing along with cables needing to be re terminated due to water damage

Well rewire it is then, if it were me. I wouldn't be happy signing a certificate saying its fine when I know there's other JB's under the floor I haven't seen!
If it's in a flood prone area then maybe run the cables down the wall from upstairs and mount the sockets slightly higher up the wall. That way if there's another flood they won't need another added expense of a rewire again!

First of all, its not a certificate, its a report. And that is what you are there to do, to report on the items.

On the front of a EICR it states : ''It should be noted that cables concealed within trunking and conduits, under floors, in roof spaces and generally within the fabric of the building or underground, have NOT been inspected unless specifically agreed between the client and the inspector prior to the inspection''

Therefore if you weren't asked to do it, just make a comment saying you haven't done it e.g operational limitations.

You and you alone can make the decision If you think there are some latent defects existing within the installation, state it.You can only inspect and test to as far as is reasonably practicable.
