I have a little job on tomorrow in a small office block to take out a single pendant light and fit two double 58w flourescents.

The lighting circuit has 4 other 58w doubles in a different office which i am not sure if i will have access to.
Circuit is 6a type B 1.5mm twin and cpc clipped direct above the cieling

On my IR test can i connect L/N and test to earth as I would in a periodic or as I am fitting an extra 5m of new cables do I have to disconnect the electronics on all and test?

yes. connect L/N and test to Earth at 250v.
 
Also check to see if any emergency lights on the circuit as they can give low IR test results even when L/N connected together!!
