I'd say, if the premises holds a commercial licence, then whatever area that licence applies too is commercial...

Are you asking because you're trying to decide whether the CU change should be notified or not? in which case the deciding factor in pP is how the place is metered and whether it is residential (owners live there)
 
Just wondering for insurance purposes, as i currently have to notify them if i take on anything considered
as commercial. Thanks for all your help.
 
Do they make a financial penalty (extra premium) if you notify them of a commercial job? If not, just notify them anyway. If they do, choose another insurer.
