2 Questions,

1. 2.5mm T+E on radial, 20A breaker feeding 1 FCU that feeds water heater, can I come off this FCU with another FCU to feed a heater?

2. 2.5mm ring main, consisting off FCU and sockets all on ring, can I come off one of these FCU to feed a FCU spur?

Thanks was just unsure of 2nd question so I’ll have in and out of fused connection and another to new fused connection unit?

You would have to come in and out of the first FCU or you could otherwise have 2 or more FCUs with 13amp fuses that would exceed the current carrying capacity of the 2.5mm t/e spur. You could always have the first FCU non switched and onto the next FCU (switched or non switched) where you don't have to come in and out or that would defeat the point of a second or more FCU if it was only powered if the first FCU was switched on.

I know some might suggest that if for instance you had 3 FCUs on a ring spur and they all had 3 amp fuses in this would be acceptable, but anyone could change the fuses to 13amps so I wouldn't do it this way (no big deal fitting a 13 amp non switched FCU where you come off the ring).
