in the old days the seals were made of lead they were easy to remove then replace each seal had a code from the crimp tool too
the dno were much more touchy about removing the seal
 
I really don't see what the issue is here. The DNO don't need to know, nor should they care whether you are a registered electrician or not. All they should do is install the isolator, end of.
 
Slightly off topic, but around my way I keep being told by DNO guys and meter fitters that they won't fit isolators anymore - the reason being Part P. As they're 'right side' of meter it's therefore customers side which means it comes under Part P and the DNO/Meter agencies aren't P approved.

But back on topic - pull it, do it, put it back.

Is the 'meter' some kind of boundary, like the gates of Mordor...? Why don't they move the boundary, so to speak, to the supplier side of the isolator (sealed!), leaving the other side unsealed?

sounds like an excuse to not fit them thus saving a few pounds. Allowing the top 200 to continue getting the latest 4.6 range rover
 
So far, I've not had a problem with Isolators being fitted. Eon do it for free, SSE do it for free, BG charge. Always get the customer to sort it and they've never been asked why.
 
The trouble today is we no longer call the ones who will do the job, these idiots we buy our elect from don't have anyone answering the phone who even know what we are asking for or they don't want to do anything as they have to pay the local elect board or meter guy to come to do the job

EDF don't, I know that for sure! And it seems like Eon sub a lot of meter fitting their way, so it's anyone's guess!
