Silly question, but please spell out what the new FIT figures mean?

Hi Guys,
I missed the boat about MCS
I've been busy this year until very recently
I understand that the FIT's have changed, but what does that mean to a new install?

I will be moving soon and as a consumer will it be worth doing having Photocells installed?
As a contractor would it still be worth going on a course to become another MCS contractor?

best fit to your own house if you can get it commisioned in time , sell it with free electricity and keep the higher fit you will need to register a notice on your property re lease of roof to yourself or missus cost £40
