Have a look at the attached technical specification from the DHF. It's a decent resource and from what I can't remember it suggests the supply to the gate control panel, needs to comply to BS7671 and incorporate and RCD. It mentions nothing about the wiring to the motors. As far as I'm concerned the motor wiring Is part of the gate installation not the electrical installation.

It was the cable to the control panel they were complaining about
 
Seven days, then send another recorded delivery letter including an additional invoice for interest on the monies outstanding, giving them another seven days to honour both invoice's, you will probably only receive payment for the first invoice, but that would be better than nothing, if you still hear nothing then send an additional recorded delivery letter informing them that your next action will be to apply to the courts for a temporary restraining order and preliminary injunction to freeze their assets, this can be done through a solicitor without any evidence being presented to the court and should shock them into action as their bank account will be sequestered and they will probably have to cease trading, do not forget to include you solicitors fees and your time as a day rate in the final invoice when the case is heard, if it gets that far.
