Can anyone point me in the right direction as to the procedure for a 7.5kwp PV system on a new school building?

Is it just a matter of contacting the local DNO?
 
If it's three phase you don't need to, its self cert through your MCS scheme. If it's single phase then Phone up and speak to someone at your local DNO.
Be polite and explain it's photovoltaic, using type tested inverters, and they "might" let you apply using the g83 form, or even self cert after.
