GFCI green light is lit when not under power draw. The bidet seat functioning causes light to pulse yellow (and creates a pulsing and knocking noise) but switch does not trip off. Green light returns when power is not drawn. The bidet seat is fully functioning and draws power normally when plugged into a different outlet. What is the likely cause of this issue?

Your GFCI should not be making any noise at all. If it was me I would replace the GFCI receptacle and see if that helps.
