Bit of a strange one or I'm being stupid (I'll let you decide!) New boiler installed in my house tonight. From the switched spur to boiler 3 core LNE, the boiler to a JB have a 4 core cable (live out, neutral out,earth & return to boiler), from here a 3 core & earth to the programmer (Live Neutral & Return from the stat), from the programmer out to the stat ( switched Live, Neutral & return which is joined in the JB) the problem being when the programmer is powered up the live boiler is on, this is without the CH boost or any setting calling for heat on) I thought it's maybe a faulty programmer as when I take the programmer off there ain't 240 coming back in the return. Any help would be greatly appreciated but I'm thinking it's the programmer?
 
Is the boiler in factory mode in the settings or linked out on the terminal strip where the switched feed/live/return would be?
 
As above I reckon that they haven't removed the factory fitted link between live out and switched live return.
Check the switched live return goes from 0 volts to 230 volts ,and back, as it should.
 
Give the electrician a ring who wired it mate. If it's a new installation then it shouldn't be your problem to sort.

The link has been removed. I thought the drawing was a bit strange though. It shows the drawing for internal programmer say terminals 1 & 2= live out & return(this is where the link was) 3=perm L 4=Neutral but then for the diagram for external stat etc it shows the Live coming from the permanent Live & the return going into 2. Infact here's the link page 30 shows you the internal & external. See drawing 33 & 35 are different??Which one should be followed, could be the problem?

Drawing 33 shows the perm live coming from the room stat output. Drawing 35 uses the boiler perm live and only returns the switched live to the correct input of the room stat. Could be that the switched live is connected to the perm live out of the room stat connections, try moving it to the other terminal.
