I have some main earth bonding to be installed to two flats and the only route is external on the wishes of the client. I will be installing the earth cable within some black conduit for neatness. My main question is can i install the conduit into the top of the extenal meter box which pertrudes from the building for both electricity and gas by drilling a neat hole and siliconing the joint? Or are there some rules otherways of doing this without having to run conduit down and underneath etc.

Hi, welcome to the forum.
It's only necessary to provide mechanical protection if there is a risk damage to the bonding cable. Usually I run the cable and clip direct where possible. If you need to enter the meter box to terminate the cable, drip loop the cable end into the meter box via a IP rated cable gland.
If you have to install conduit, instead of using silicone sealant, why not use a standard conduit gland at the box/conduit interface for a neat professional job.
