Installation cert/Minor works/Neither

I'm installing a few extra lights to an existing lighting circuit in an office.
The existing lighting circuit is supplied from a BMS Control Panel, which has a number of lighting output sockets wired up to a contactor.

I'm going to be connecting the new lights up to one of the spare sockets on the control panel.
Would this warrant a certificate as the control panel is already connected to the mains DB?

You are making a change to the loading and characteristics of a circuit and so a minor electrical installation works certificate would be appropriate.

Thank you...wasn't sure whether the new lights would have been classed as a new circuit or not.

if the BMS controller is fed from a single OCPD in DB, then I'd class it and it's associated lighting "circuits" as 1 circuit, therefore a MWC, IMO.

BMS Control Panel is fed from a fused spur (13A) which is fed from a 20A Type C MCB.
On the Minor Works certificate, what protective device would it state, the fuse or MCB.

Reason I'm asking is that the Zs value of the new lighting circuit is 1.69Ω which is ok for the fuse but not for the MCB (unless the MCB is changed to a Type B)?

The circuit after the fused spur is protected by the 13A BS1362 and so you can use the maximum Zs for the fuse as the limiting factor for the circuit part you installed. So long as the Zs complies for the circuit section up to the fused spur.

Thank you for your answer, Zs for the circuit up to the spur was 0.47Ω so all ok.
