Hi there.

I'm on a fact finding mission. I have had a house built for me and builder and his subby's all did a great job. The house was 'completed' (the builders part anyway) in Feb 2009. That was up to plastered walls, screeded floors and all services in and operational. I put in the kitchen/bathrooms/decorated etc. It has taken me a long time to get round to sorting out the completion certificate as I wanted to be able to reclaim the maximum VAT. Now I am ready to do so and I have hit a stumbling block: The sparky didn't register the installation with an overseeing body (NAPIT or NICEIC isn't it?) He tested the system and I have the paperwork which is all signed off etc: electrical safety certificate. I thought this was all I needed?

The problem is that the council BCO wants to have the sparks register the installation online and when he gets news of that happening he will issue my completion certificate.
The Electrician sees things differently however. He tells me that it isn't a requirement for him to do this and that the local council are being difficult. I'm stuck somewhere in the middle: he wont register it and the council wont give me the complatition certificate as a result!

So is anybody able to shed some light on who's right here. The sparky or the council? I'm in no mans land right now and am thinking of selling my house (which I cant do without a completion certificate!)

The option I seem to have is to pay £320 for the council to send their own sparky to inspect/test and register the installation and then they'll give me the certificate. Seems a little unfair to me.

Any advice anybody has would be welcomed and appreciated.

The sparky is required to notify the work to his registered body, Napit, NICEIC etc, and they in turn notify the LABC. He is wrong to say that they are being awkward. If i remember correctly, he should notify them within 30 days of the completion of his work, which should be the same time the testing was completed! There is a part on some, if not all, certificates which should show his registration number the scheme provider. Might be worth dropping them an email and double checking their requirements with them!

See if the sparky concerned is on the competent persons scheme website! If he's not on there it may suggest he's not registered and hence why he's being awkward.
 
Thanks for the advice. The sparks is a veteran of 34 years in the trade. I've seen all his documents and he's bang up to date!
Seems (based on what Short Circuit mentioned) that he might have missed his window of opportunity to get the thing registered. I remember it took him a while to get the testing done. I'll look into it all.

If your electrician is registered then he would know that he needs to notify the work via his registration body Napit,NICEIC which he would do via their online systems etc.
If he is not registered then your LABC should of been notified before the work was carried out and inspected by them during and on completion of the work.
As this has not happened you will have to either pay the LABC to do the inspection and testing or anotherquaulified registered electrician.
If your current electrician is maintaining that he is registered but is refusing to register the work with his registration body you need to check his credentials (reg number) and report him the body he says he's registered with.
 
the local authority cant charge you to test and inspect the wiring. ii think its 1.26 of approved document p. download it, have a read through, and you will make up your own mind. take this to them, and see what they say.

Surely you cant get an electrical installation cert from another spark? how can he confirm the installation methods? routing of cables?!?!... He would only be able to issue a Periodic inspection Report?! and is this acceptable for a new build? surely not!
See if his test certs have a gov reg company logo?

And now you know why part p is not as good as it is supposed to be.
