As a maintenance electrician i've been given jobs to replace stolen earth bonding from intake cupboards in various blocks of flats. Some are PME and some are TNS. Obviously for PME i can provide earth to the Neutral via the bolt on the side of the service head, but on the TNS where the earth has to be linked to the SWA, how is this done, another electrician said this should be completed by EDF, is this true? or could i do it myself, not to sure how it would be done, could an earth clamp be used? or does it have to be smelted on or something?
 
Would need to be done by dno, you could fit a met and run from there for dno to connect to and fit a temp rod if needed
 
What size is the earth cable?

Is the price of scrap copper that high that nicking it is actually worth the time and effort?
