I don't suppose this 4 tube fitting is only designed to maintain one tube in EMG mode??

Most 4 lamp fittings have one only when in EMG action, for the OP, you say all the cables are in the right place, but when you switch on the fitting in normal usage does the s/l become live? In other words is the switch working?

1 tube in EM mode is usual. suspect ballasts are fooked.

Me thinks it's more a case of me not reading the post properly!! lol!!

So yes, suspect the ballasts!!

I've changed all the tubes I thought it could be the bit that holds the tubes not making contact but they in good condition guess it's got to be the ballast

had similar recently. 6 fittings out of 30 down. new ballast £53 + VAT. new fitting £48 +VAT. no brainer.

So I'm guessing you bought the Ballast's Tel.
And all the flourescent emergencies I've come across work on 1 tube in em mode.

Also some of these fittings the old type have starters but the starters have melted in the holding bit are they replaceable

Thought the OP said they were switch-less fittings
