Can anyone tell me a PRACTICAL reason for installing RCD plugs to class 2 site equipment, and how do i PAT test the actual appliance without removing the RCD plug?
 
When you say site equipment, are you referring to 110V?
Obviously if it's 240V, then the equipment will always be protected even if it's plugged into a non-RCD protected socket-outlet.

The RCD unit measures the current in the live and neutral using sensitive electromagnets.Where there is no fault condition, both readings will be equal.If you were to touch a damaged cable even on a class 2 appliance and provide a path to earth, the unbalanced current measurement would cause the RCD to trip, thus saving you from an electric shock, so they are fitted for a very good reason.

Good description but jut to add an example would be say a flymo mower it is class II but the extra layer of safety is if you have it plugged in to a RCD
