is their a chance of damp getting in if you drill under door below ground level.... it will be filled in with compacted sand and paved afterwards

i plan to drill 20mm hole to pipe out along to put lights on wall outside????

i cant see a proble as the sand will be compacted can you see a problem or have you had trouble with this
 
If you drill below the damp course then you are in deep pooh .................. so under a door providing it's above the damp course your fine.
 
You would have to create a hydroscopic path around the DPC to cause problems.

Your cable through the foundations isn’t any different to the water, gas and supply cable.
