When you say no earth what do you mean?,no provision of earth from cutout, Some suppliers do not provide earth from cut out, if that is the case when meter fitted etc, they should break out the NE terminal (pme) ready for you to connect into cutout,they should also leave the stated nominal voltage plus ze of the supply.

they won't provide a Ze if they ain't supplying a earth.

well get us a bloody photo, then. nobody here is a mind reader.
 
Are you out in the sticks or in a built up area .... maybe your lack of experience just means you don't recognise the service head provided may have a N/E combined block but you dont have access to it... can you post a pic if possible?

If you have never seen a TT then i can assume your experience is limited ...well we all start somewhere ;)
