i have been told by another electrician that a fused spur for a water heater cannot be above a draining board without rcd protection in a office building.I cannot find anything in the regs to confirm with this,can anyone help? also in the same building i have extended a ring main & changed the mcb for a rcbo due to a cleaner going in at night under no supervision & she will be using the sockets for the vacuum cleaner.The other electrician also says no need to do it because i am not putting in a new circuit"just put it down as a recomendation".I dont believe that this is true,any comments would be helpful
 
Although it is not set in stone, the guideline is 300mm away from the basin, this includes the draining board. In domestic this is clearly illustrated in the Electricians guide to the building regs, but Part P is not applicable to commercial environments. In this case if it is above the draining board, then you can risk assess it, and make your decision based on what you see, and who will use it, but RCD protection is a good insurance in any case, and this is what i would do.

He is wrong regarding replacing the MCB for a RCBO, you have worked on the circuit, and as a minimum you have to bring the part that you have worked on up to current regs, and the regs say that all general purpose socket outlets must comply with reg 415.1.1.
