Guide price for PV panels on a Flat Roof

Hi, i have a garage 5.5+5.7 with a flat roof on. Its leaking and i am looking to replace the felt with rubber
2 Questions should the Pv rails be fitted before renewing rubber or fit on top
and a quide price for the system, looking for 1.6KW

There are solutions that will sit on a flat roof without any penetrations - just need enough ballast!

You should be able to install 3x3=9 x250w panels or a 2.25kw using frames and ballasts, price at the moment hard to say but you need your roof fixed first.
