The last three CU changes I've been to I have picked up L-E and N-E readings of 0.01-0.03 Meg on the pre tests before I quote, there is not enought fault current to blow the 3036's in all three scenarios but enough to trip a 60898, I cant remember this happening before, unless I'm having a moment can anyone suggest what would be directly or normally connected accross L-E?, ive found surge protection protection devices hard wired in the past that cause this but cant think otherwise

I take it this is a globle test pre CU change.

Once you start testing the individual ccts you will have more idea what/where the faults are!
