Storage heaters are an option.
Our company have done it this way when there’s no gas heating and no off peak supply when we do flat refurbs.
Just fit a timer and contactor in the DB so heaters come on at night time.
Alternatively it’s panel heaters complete with timers.
As with the immersion heater, best fit a time clock to the circuit so it heats the water at night time on cheaper rates say 12-7am.
