If the letting agents web site is listing trade organisations then maybe they are saying that any contractors they use are registered with the appropriate organisations.
As for the tiler not fitting an RCD, well as I see it no 1 he was not qualified to do so, 2 he removed a fitting and reinstalled the same fitting, so as far as I am aware even in a bathroom it is allowed with out being qualified at all.
As to the safety matter, well an RCD makes things safer but you have interfered with someone else's property without permission and then sent them a bill!!!
Your intentions are very good but I am not sure you did the right thing on a rented property.

I didnt tell, i made the recomendation and they accepted. I did this free at cost so where this " charging for not needed work " is coming from i dont know. I just wasnt happy with my girlfriend and 3yo daughter using it without one. Billion to 1 chance or not...

your missing my point, say I called you to my house to move my shower so the tiler could get in..... From what you have said you would have told me that an RCD was now required, and if I was to trust your judgement as a professional electrician and let you get on with it as customers sometimes do............ Are you getting my point?

If you are now saying you were authorised to carry out some work for a letting agent and haven't been paid, then almost all of the posts on this thread are irrelevant and you've wasted a lot of people's time.

Fair play to you for making the installation safer.
I dont think youy can have a pop at the other bloke though, after all all he has done is remove & refit the same appliance, undertaking maint work changing like for like equipment do you have to test & cert?

More fool you. So basically you have fitted a RCD for about a tenner. What about bonding for the rest of the bathroom or were the other circuits in there already RCD protected?

Yet another apparently registered electrician screaming 'COWBOY'!! .....and it within a very few posts it quickly becomes apparent they dont know what they are talking about!......another day on the forum then.

Worth remembering Deano that the requirement to RCD shower INSTALLATIONS......(not removal/replacement)....was only introduced in 2008......so are you saying that all showers prior to 2008 were dangerous?

Deanodean. Oh Dean, oh Dean. When you did your five weeks training, sadly they had to leave out all the other stuff which you've now got to learn the hard way. That's fair enough, but just try to not make too much of a twit of yourself and not go charging others for your extended learning.

Harsh? Yes. And meant to be, just like this lesson in how to remember that an installation that was safe ten years ago is still just as safe today (assuming nothing has changed).

Dust yourself down, learn what you can and move on. Tomorrow is another day, and by the sounds of it you'll be spending it checking all the bonding.
